Abstract

Indonesia’s energy transition agenda has become increasingly important in addressing climate change, strengthening energy security, and supporting sustainable economic development. While national policies provide the overall direction for decarbonization and renewable energy expansion, the role of regional governments remains critical in ensuring effective implementation at the local level. This publication examines how provincial and local administrations can strengthen their strategic position in accelerating Indonesia’s transition toward a more sustainable and inclusive energy system.

The study explores key challenges faced by regional governments, including institutional limitations, regulatory fragmentation, financing constraints, and varying levels of technical readiness. It also analyzes opportunities for regions to leverage local renewable energy resources, foster cross-sector collaboration, and integrate climate-oriented planning into regional development strategies. Through policy analysis and selected regional case studies, the publication identifies practical approaches that can enhance coordination between national and local stakeholders while improving governance effectiveness.

The findings emphasize that empowering regional governments with stronger policy authority, financial support, and institutional capacity is essential to achieving Indonesia’s long-term energy and climate goals. By positioning local governments as active drivers rather than passive implementers, Indonesia can foster a more adaptive, equitable, and resilient energy transition process across diverse regional contexts.
