Ringkasan Eksekutif

“Ekas Buana Village in East Lombok possesses significant solar irradiation potential (5.2 – 5.8 kWh/m2), yet remains constrained by chronic freshwater scarcity and energy deficits that stifle fishery productivity. Historically, coastal renewable energy projects in Indonesia have faced operational collapse post-construction due to the absence of business models integrated with the local economy. This research seeks to mitigate these investment risk through a multi-dimensional planning and optimization study designed to establish a bankable pathway for community-led climate finance.

This study introduces a “Circular Blue-Finance” framework, directly addressing the core pillars of Energy Security and Inclusive Low-Carbon Development. By integrating a 1 MWp Solar PV system with solar desalination technology, this research develops a sophisticated financial architecture consisting of three inclusive mechanisms: (1) Pay-As-You-Go (PAYG) Integration, tailored for industrial cold storage, ensuring a steady, predictable cash flow to secure long-term infrastructure maintenance; (2) Community Revolving Fund, utilizing surplus energy revenue to provide micro-capital for women-led MSMEs (micro, small, medium enterprises), ensuring the energy transition fosters broad-based socio-economic resilience; and (3) Digital Micro-Carbon Tokenization, monetizing avoided emissions into liquid digital asset to tap into voluntary carbon markets, providing a scalable non-grant revenue stream for the community.

This strategy is engineered to pivot the community’s role from passive consumers to active asset shareholders under an accountable BUMDes (village-owned enterprise) structure. By leveraging high-fidelity computational modeling via PVsyst, HOMER Pro, MATLAB, and Phyton, this 10-month research will culminate in a Precision Investment Blueprint. This document serves as a strategic de-risking instrument to mobilize capital from impact investors and international climate funds, providing a validated roadmap for implementation without requiring infrastructure during the research phase. Furthermore, this initiative is aligned with Indonesia’s Enhanced NDC and the Long-Term Strategy for Low Carbon and Climate Resilience (LTS-LCCR 2050), specifically in decentralizing renewable energy access. The “”Blue-Green Nexus”” serves as a highly replicable model for thousands of climate-vulnerable coastal villages across the archipelago, transforming local energy challenges into a standardized, scalable asset class for global climate finance.”

Tujuan

To validate that the 1 MWp Solar PV integration can produce up to 100m3/day of freshwater, reducing operational costs by 40% compared to conventional water trucking.
